Louisiana Department of Labor Offers the Incumbent Worker Training Program Grant to Louisiana Employers

The Incumbent Worker Training Program (IWTP) Customized Training is designed to benefit business and industry by assisting in existing employees' skill development and by increasing employee productivity and company growth. This is expected to result in the creation of new jobs, the retention of jobs that otherwise may have been eliminated, and an increase in wages for the trained workers.

There are several rules, regulations and procesures for this particular grant; however, here are a few important points. Feel free to contact your Account Executive at (504) 849-6600 to set up an appointment with our Grants Administrator for more details.

Who is eligible?

To be eligible, a company must have operated in Louisiana for at least 3 years and contributed to the Workforce Development Training Act (contribute to the Unemployment Insurance Fund on a quarterly basis). An employer or consortium of employers with similar needs must have at least 15 employees to be trained.

What type of training is usually covered under this grant?

Hard skills training is preferred. This is training on technical or administrative procedures related to an organization’s core business (including computer/software administration, machine operation, safety procedures, and technical or certification preparation). New Horizons of New Orleans is an approved training provider under this grant.

A smaller percentage of the grant can include soft skills or business skills training (including topics such as, communicating, listening, team building, solving problems, and resolving conflict).

What is the process?

  1. Choose a primary training provider (grant administrator) to write and administer your grant. New Horizons of New Orleans is an approved primary provider.
  2. Your primary will lead you through the needs-analysis and application process.
  3. Await approval from LDOL and contracting through OCR. Typical turn around time once LDOL receives an application is 4-6 weeks. Contracting usually takes 4 weeks.
  4. Train your employees. Your contract duration will be selected during the application process. On average, grants are awarded for 2 years.
  5. Training providers are reimbursed upon completion of training only.

New Horizons as a Primary Training Providor: New Horizons Computer Learning Center of New Orleans is an authorized primary training provider for the Incumbent Worker Training Program (IWTP) - Customized Training grant. New Horizons as a Sub-Contractor: New Horizons Computer Learning Center of New Orleans also serves as a sub-contractors under grants administered by other primary training providers. All quotes must be signed and distributed by our Grants Administrator directly to your Primary training providor.

Louisiana Department of Labor Offers the Small Business Employee Training Program Grant to Louisiana Employers

The Incumbent Worker Training Program has now included a Small Business Employee Training Program. The IWTP Small Business Employee Training Program (SBET) is designed to benefit business and industry by assisting in the skill development of existing employees through individual, standardized (off-the shelf) training.

  • Employers are reimbursed for tuition and required textbooks and manuals once the training has been completed and proper documentation has been submitted to the Louisiana Department of Labor (LDOL).
  • Training costs cannot exceed $3,000 per trainee per state fiscal year (July 1 - June 30). Funding is provided through the Workforce Development Training Account.
  • New Horizons Computer Learning Center of New Orleans is an authorized training provider under the Small Business Employee Training Program. This grant is processed online by the employer.
